Found out what this is, I am actually looking for one that fell off my Husky brand open top toolbag. This is a kind of nut that is used to secure the handle from the outside by hand. It has a thread inside that you screw on to the handle that had a thread on its outside to match. If you still have it I would be glad to pay for it to avoid having to buy a new toolbag.
