yes it is..

which would mean that the waster water would go to the sewage treatment plant.

If it were a storm drain, the waster water would go down stream and all the inhabitants of the lowest village would look like this..

So why is that a problem. Sewers are the only places we dump down here... since all the storm drains go straight to the ocean down the street.

never. I still have competitors around here that whip out that big ole' 10', 2' hose, and let the tank rip right down the driveway. Then they go scrape up the lint and crap and hose it down a bit. That waste cleaning water does a job on discoloring a new, nicely sealed blacktop driveways. I use the APO, discreetly or into the custys sanitary. Never dump directly from the waste tank on custys property. Professional courtesy.
